Why cheap One Piece loose packs aren't a deal
The short answer
Loose One Piece packs sell cheap because many are box leftovers or have been weighed, and a buyer can't tell from outside. Twelve truly random OP-15 packs pay for themselves about 1 time in 3. Twelve weighed packs do it about 1 time in 20, and leftovers almost never. On Mercari on 18 and 19 Oct, loose packs of recent sets sold for ¥143 to ¥252 each, while the same sets in taped boxes sold for ¥450 to ¥750 a pack.
What the market already knows
The table compares what sold on Mercari on 18 and 19 Oct 2026, read by CardMochi: piles of three or more loose packs of one set (median per pack) and boxes sold with their tape (median per box). MSRP is Bandai's price per pack (OP-17 ¥240, or ¥5,760 for a 24-pack box at Card Labo; the others ¥220).
| Set | MSRP per pack | Loose piles, sold per pack | Taped box, sold | Box per pack |
|---|---|---|---|---|
| OP-17 世界最強の戦士 | ¥240 | ¥194–252 (8–10 sales a day) | ¥10,800–11,000 (11–16) | ¥450–458 |
| EB-03 Heroines Edition | ¥220 | ¥225 (27) | ¥13,000 (11) | ¥542 |
| OP-07 500年後の未来 | ¥220 | ¥180 (3) | ¥14,400 (4) | ¥600 |
| OP-06 双璧の覇者 | ¥220 | ¥240 (5) | ¥18,083 (4) | ¥753 |
| OP-16 決戦の刻 | ¥220 | ¥155–169 (6–8) | too few sales | |
| OP-15 神の島の冒険 | ¥220 | ¥143 (3) | too few sales |
For these six sets, a pack inside a taped box sold for two to three times a loose one. Part of that gap is what people pay for a box nobody has opened, which a loose pack can never show. The rest is the market pricing in that loose packs may already have lost their hits. Two older sets break the pattern: loose OP-04 piles sold at ¥360 a pack and OP-05 at ¥1,261, above MSRP, with almost no boxes left to compare.
One auction shows how close loose piles stay to that median. A Mercari seller listed 20 EB-03 packs as 未サーチ ("unsearched"), opening at ¥300; they sold for ¥4,500 after 22 bids on 18 Oct. That is ¥225 a pack, exactly the EB-03 loose median, and it may be one of the 27 sales behind it. Our 8 Oct market report compared box prices with MSRP.
US asks show a similar gap: on 3 Oct 2026 InkSight found the lowest TCGplayer OP-17 box at $12.16 a pack and the cheapest loose pack at $7.49 (MSRP $4.99).
Four things that can happen to a loose pack
None of these leave a mark you can see from outside, which is the whole problem. Japanese buyer guides agree on that (Toreca Cycler; Toreca Begin).
Selling the leftovers: collectors report each box holds a fairly steady mix, three or four SRs and one parallel or SEC, with roughly one box in four carrying a second hit (Wanpika Dayori, from about 500 OP-17 openings, the rates our Pandaman post also used). A seller who knows that can open packs until the expected hit appears and sell the unopened rest as "sealed". One Reddit user put it this way: "A box has set hitrates so ppl can just open packs until all hits are pulled then sell dead packs."
Weighing (重量サーチ): foil hit cards weigh slightly more than plain ones, and Japanese collectors publish weight ranges by rarity for each set. Those ranges overlap, so weighing sorts packs into "likely hit" and "likely not" rather than giving certainty. A YouTube collector, Card Addicts Anonymous, reports that the heavy packs in an OP-13 box held the hits.
Metal detection and light (金属反応, 光透過): some blogs say the foil layer can be picked up through the wrapper. They describe it as possible on One Piece packs; we found no tests that prove it, so treat these as reported, not established.
Reading the box: up to OP-15, collectors found hits followed a repeating print order. A community tracker, TCGTalk, reports that OP-17 spreads hits at random, one to four per box, while OP-16 kept steady counts. Bandai hasn't said it changed anything. Either way, the box's guaranteed hit tells a seller when it has come out.
Why the tape doesn't save you
Many Japanese One Piece boxes change hands with only their tape as proof (listings say テープ付き, "with tape"). SNKRDUNK said in 2023 that it can't confirm such a box is unopened or guarantee its pull rate, and Japanese guides note that tape can be peeled and stuck back. A listing titled "1 box worth, 24 packs" or "matches box pull rates" is a pile of loose packs, not a factory box.
Shops push back on resale, not on searching. Bandai Namco's official One Piece shops sell packs by lottery, one purchase per person per day, checked by face recognition, and since November 2022 have cut box tape at the register to deter resale. Card Labo's Chiba-Chuo store hands lottery boxes over opened. None of this stops a pack being searched once it has left a box.
The odds, worked out
Take the OP-15 pile: 12 packs at the ¥143 median is ¥1,716. In OP-15, CardMochi prices 155 versions, and 19 that come from packs are worth more than that on 19 Oct. Every one is a parallel, SP or SEC parallel. They run from the Enel SEC parallel (Enel SEC parallel) at about ¥79,840, an estimate from 80% of Yuyu-tei's ask, through the Nami SR parallel (Nami SR parallel) at ¥11,600 sold, to the Zoro SR parallel (Zoro SR parallel) at about ¥1,984. No regular print clears the bar. See the Adventure on Kami's Island set page for the full list.
Bandai publishes no pull rates, so this is our estimate from Gamepedia's collector rates for OP-15. SEC parallels arrive about two in every three boxes, and all three versions clear the bar. Leader parallels come about one box in six, and four of the six clear it. SPs come about one box in twelve. Add a few R and SR parallels and that is roughly 0.8 to 1.0 qualifying cards per 24-pack box.
| 12 OP-15 packs that are… | Chance at least one card pays for the pile |
|---|---|
| truly random | about 33–40% (1 in 2.5 to 1 in 3) |
| weighed, 90% of hit packs removed | about 4–5% (1 in 20 to 1 in 25) |
| leftovers after the hit came out | close to 0% |
The arithmetic: with h qualifying cards per box, each pack holds one with chance h/24, and 12 packs all miss with probability (1 − h/24)^12. For the weighed row we cut h to a tenth, on the assumption that weighing removes 90% of the hit packs. If weighing works better than that, the middle row slides toward the last.
A fair pile loses two times in three; a searched one is a lottery ticket. You can't tell which you hold.
How to read a listing
- Fewer than 24 packs of one set, or "N packs + a mystery pack".
- Words that admit what happened: 残り ("the rest"), 余り ("leftovers"), 当たり出ました ("the hit came out").
- Sleeved or blister packs sold online.
- A pile priced far under a box's per-pack price.
- No photos of the seams or the bottom of the box.
- A "mapped" or "guaranteed" box from a current set.
What this means for you
Looking at a ¥1,800 pile of OP-15: price it as an evening of opening packs, not as a shot at the Enel. Budget as if nothing hits.
After one specific parallel: the Luffy leader parallel (Luffy leader parallel) sold for about ¥3,500, roughly 25 loose packs, and we used it before in Is the One Piece card market down?. ¥3,500 buys the card itself.
Wanting packs nobody has touched: enter the shop and official lotteries on the lottery calendar, where boxes come from the shop's own stock, and compare sets on best One Piece packs first.
Reselling packs you bought loose: say so in the listing, and don't write 未サーチ unless you know.
Method and limits
- Pack and box prices are Mercari sold medians of listings naming one set, read by CardMochi on 18 and 19 Oct 2026: piles of 3 or more loose packs (per pack) and boxes sold with their tape (per box). We dropped listings that said weighed, searched, opened or leftover, and mixed piles. Listings saying 未サーチ were kept. Some sets had only 3 to 5 sales; the table shows the counts.
- OP-15 card values are Yahoo! Auctions sold medians where we have them, else Mercari sold, else 80% of the Yuyu-tei asking price, on 19 Oct 2026. We left out one card with a promo finish (OP15-047_x1) because we couldn't confirm it comes from packs.
- Pull rates are collector estimates from Gamepedia, not Bandai figures, and the 0.8–1.0 hits a box is our arithmetic on them. The odds treat packs as independent. Real boxes are less random, which makes leftovers worse, not better.
- No source measures what share of loose packs on the market has been searched. We show why the market prices them as if many were.
- Reddit, YouTube and blog posts are collectors' reports, not proof.
